When people get paid less than minimum wage when they make a website then they need to take the steps to make sure the person who is breaking that law is called out.
Many exceptions to the minimum wage have been created in recent years. For example, workfare labor can be paid less than the min. wage. The disabled can be "placed" into subminimum wage jobs in "sheltered workshops" under the guise of an opportunity for job skills training, only to find that they are effectively locked into those jobs indefinitely, paid as little as $1.50 for routine manufacturing work performed at the average rate/quality. Min. wage protections have been greatly weakened an whittled down.
